Bulletin Notes
Law enforcement officers are challenged daily in the performance of their duties; they face each challenge freely and unselfishly while answering the call to duty. In certain instances, their actions warrant special attention from their respective departments. The Bulletin also wants to recognize those situations that transcend the normal rigors of the law enforcement profession.
Officer Keith M. Garrett of the Newport, Oregon, Police Department responded with other officers to a traffic crash involving a small pickup truck and a semitruck with trailer near the peak of a local bridge. Newport was experiencing severe weather at the time with heavy rains and 80- to 100-mile-per-hour gusts of wind. Officer Garrett arrived to find the pickup truck, with its driver trapped inside, sandwiched between the trailer of the semitruck and the guardrail of the bridge. Climbing onto the bed of the pickup, Officer Garrett extricated the driver through the rear window and directed him off of the truck to a point of safety. During the rescue heavy winds continued to batter the semitruck and trailer against the pickup, threatening to plunge both the officer and driver into the bay 130 feet below.

Nominations for the Bulletin Notes should be based on either the rescue of one or more citizens or arrest(s) made at unusual risk to an officer’s safety. Submissions should include a short write-up (maximum of 250 words), a separate photograph of each nominee, and a letter from the department’s ranking officer endorsing the nomination.
