Metal Seal on Box Car
Boxcars are usually sealed with a small metal seal which provides proof-of-load security only. Some form of additional security is usually applied, and in this case, a 60-penny nail is applied to the door hasp to prevent easy entry. From the February 1977 Law Enforcement Bulletin.
