Bulletin Notes

Law enforcement officers are challenged daily in the performance of their duties; they face each encounter freely and unselfishly while answering the call to duty. In certain instances, their actions warrant special attention from their respective departments. The Bulletin also wants to recognize those situations that transcend the normal rigors of the law enforcement profession.

One evening, Corporal Adam Lebovitz of the Temple Terrace, Florida, Police Department responded to a report of a man who had been shot multiple times at an apartment complex. Corporal Lebovitz was the first officer to arrive and immediately searched the area for the victim, finding him lying unconscious behind a small row of hedges. 
 
Surrounded by multiple bystanders and having yet to find or identify the suspected shooter, Corporal Lebovitz quickly assessed the injured man for signs of life. He had no pulse and was not breathing, so Corporal Lebovitz administered CPR while also speaking to witnesses and coordinating the response of other officers and emergency medical personnel.  
 
Soon after beginning CPR, the victim began taking shallow breaths, and his pulse faintly returned. Corporal Lebovitz continued lifesaving measures for over five minutes until medics arrived and transported the injured man to the hospital. The victim had suffered eight gunshot wounds to his arm, leg, and torso but made a full recovery after undergoing several surgeries and advanced medical treatments.

Nominations for the Bulletin Notes should be based on either the rescue of one or more citizens or an arrest(s) made at unusual risk to an officer’s safety. Submissions should include a short write-up, a separate photograph of each nominee, and a letter from the department’s ranking officer endorsing the nomination.
